Ja ik heb soortgelijke problemen en al enige tijd, postcode 1106 in Amsterdam.
Ik zat in CS en zag mijn latency spiken deze avond rond een uur of 21.00. Net even een ping request naar UPC gedaan... ik weet niet waar het vandaan komt, zoals bij jouw is ook hier niets veranderd aan het netwerk.

Ook na modem/router gereset te hebben bleef ik zulke latency spikes houden, ook als mijn computer het enige apparaat is in huis dat gebruikt wordt.
